Job Description

The purpose of this position is to provide complex and technical support to the Chief Financial Officer and Assistant Director of Finance in the day to day operational activities of the City's Finance Department.  The Senior Management Analyst performs a wide variety of administrative and analytical duties including, program and project evaluation, assisting with budget development as well as compliance for city government through research, risk management administration, data analysis, report writing, and policies and procedures recommendations, as well as ensuring compliance with policies and procedures. This position reports to the Chief Financial Officer.  

Examples of Duties

Assists management with budget development and preparation.  Attends budget meetings, collects data and performs financial analysis as needed.  Monitors and reports on budget compliance citywide. 

Coordinates special projects related to fiscal services such as water and wastewater study, property tax analysis, user fee analysis, and revenue forecasting.  Responsible for maintaining Comprehensive Management Financial Policy Statements (CMFPS) and year-end closing in the City's financial software.

Performs technical activities, such as monthly and quarterly financial reports, sales tax monthly analysis, and water and wastewater rate analysis and reporting.

Participates in the annual audit by preparing and posting end of year budget; preparing, researching, and compiling information for auditors; maintaining files and records for the audit; account reconciliations; and preparing reports and compiling statistical data used in the Comprehensive Annual Financial Report. 

Assists with the City's Utility billing fund (water, wastewater, solid waste, etc.) to ensure rate-setting process.

Supports contract/purchasing function on an as-needed basis. Provides information and assistance to other departments with regards to accounting practices, policies and procedures related to areas of responsibility.

Assists with Risk Management duties as assigned; Claims processing and review; insurance related matters.

Performs other duties as assigned.

Minimum Qualifications

Bachelor's Degree in Accounting or related field from an accredited college or university is required. 

Over three years up to and including five years of increasingly responsible related experience.

Supplemental Information

Prefer candidate willing to obtain certification as a Certified Government Finance Officer or a current candidate.  Risk management administration experience preferred.
