Performs highly responsible professional and administrative work assisting the City Manager in directing all aspects of the internal and external business of the City; Assists in the development of policy recommendations, determines work procedures and makes organizational-wide decisions as necessary subject to the review and oversight of the City Manager; Oversees Human Resources and other internal services departments; Serves as project manager for City projects as assigned by the City Manager; Advises and provides support to directors, supervisors, and staff on matters related to City operations and policies; Represents the City on behalf of the City Manager in various capacities to fulfill City Council's priorities as needed or as directed by the City Manager; Work is performed under the general direction of the City Manager.

Examples of Duties

Performs complex administrative functions representing the City Manager's Office in support of City programs, projects, goals, regulations, ordinances, policies, and City Council's priorities; Assists the City Manager in the execution of City operations in a variety of ways as determined by the City Manager; Serves as the Acting City Manager in the absence of the City Manager.

Oversees successful operations and leadership of Human Resources and other internal services departments, as well as other units, functions, or City services as determined by the City Manager.

Prepares for and attends various meetings with the City Manager or on the City Manager's behalf; Addresses questions or concerns expressed by Council members, staff, or citizens; Assists the City Manager with effective communication and implementation of City priorities and policies.

Assists in the development and implementation of organizational goals, priorities, policies and operational procedures for the City; Assists in carrying out activities in support of each City Department's goals; Identifies ways to improve City services and enhance efficiency by assessing City operations, developing solutions, and recommending new processes when necessary.

Addresses and facilitates the timely and effective resolution of public complaints to ensure responsiveness and exemplary customer service; Resolves unusually complex customer service issues.

Provides effective leadership in the pursuit of appropriate technologies and services which will meet the community's current and future needs; Prepares staff reports and other correspondence on behalf of the City Manager as assigned.

Represents the City with outside agencies as assigned; Coordinates City activities with those of other cities, counties, agencies, businesses, and organizations.

Serves as Project Manager to provide oversight and reinforce City Departments' coordination on certain City projects as assigned by the City Manager.

Assists in the preparation of the City budget by providing support and coordination with the Finance Department and other City departments.

Provides City Manager and/or City Departments guidance, advice, recommendations and interpretation of City rules and regulations, city ordinances and State and Federal statutes, and pending legislation; Provides information regarding new and existing mandates.

Provides support regarding complex personnel matters and assisting with the management of personnel complaints, grievances, and administrative inquiries; May investigate complex personnel matters as directed by the City Manager.

Manages, reviews, and/or assists in contract negotiations and the formation of Interlocal Agreements, Memorandums of Understanding, and other agreements with governmental entities, agencies, businesses, and organizations; May coordinate with the City Attorney as necessary regarding City contracts, personnel matters, Open Records Requests, and other legal matters affecting the City.

Performs other duties as assigned by the City Manager.

Minimum Qualifications

Masters degree in Public Administration, Political Science, Business Administration, or related field.

At least nine years progressive related experience; local government experience preferred.

At least six years supervisory experience.

Valid Class C Driver's License
