- POSITION SUMMARY
Bellaire, Texas is located seven miles southwest of downtown Houston with a population of approximately 18,862 residents and a span of 3.5 square miles. The Management Analyst provides complex and technical support to the Chief Financial Officer and Assistant Director of Finance in the day-to-day operational activities of the City’s Finance Department. The Management Analyst performs a wide variety of administrative and analytical duties, including program and project evaluation, assisting with budget development, data analysis, report writing, monitoring compliance with policies and procedures, and processing of payroll.
Position will be open until filled - candidates who apply by March 12, 2023 will be reviewed as a first pool and given priority consideration.Position may be filled at a Senior Management Analyst level and compensated on a higher pay range based on education, experience, and demonstrated skill level.- ESSENTIAL FUNCTIONS
- Assists management with budget development and preparation
- Provides technical assistance to departments engaged in budget preparation by explaining financial policies, procedures, and processes and assists departments in the proper use of the automated budget system
- Attends budget meetings, collects data, and performs financial analysis
- Analyses actual financial results compared to budget and compared to projections
- Assists with special projects related to financial services such as water and wastewater study, property tax analysis, user fee analysis, and revenue forecasting
- Performs technical activities, such as monthly and quarterly financial reports, sales tax monthly analysis, and water and wastewater rate analysis and reporting
- Coordinates timely and accurate bi-weekly payroll processing, including reviewing and verifying timesheets, calculating backpay and extra pay as needed, monitoring employee accrual and leave balances, and preparing reports on a regular and as-needed basis
- Assists with the City's Utility billing fund (water, wastewater, solid waste, etc.) annual rate-setting process
- Supports the contract and purchasing function
- Provides information and assistance to other departments regarding accounting practices, policies, and procedures related to areas of responsibility
- Attends and participates in all mandated trainings, work groups, and staff development and training activities to enhance skills and develop professional knowledge
- Performs other duties as assigned

- REQUIRED QUALIFICATIONS
- Bachelor’s degree in accounting or a closely related field from an accredited college or university*
- One (1) year of professional administrative and analytical experience, including experience in budget, strategic planning, policy analysis, and organizational development
- Advanced experience or training in personal computer use with Microsoft Office software
*An equivalent combination of education and experience may be considered on a 1 to 1 basis. For example, 4 years of directly relevant experience may be substituted for a 4-year bachelors degree.
