Overall Job Objective


City of Bellaire
Serves as Customer Service representative to residents and business and community organizations.   Provides excellent customer service, information, and assistance to the public regarding inquiries and concerns for City services, departments, and divisions. Coordinates office service support for the City departments and their representatives as assigned.  


  • Assists Community Relations Administrator with planning, promotion, and implementation of City events, programs, and civic engagement
    1. Assists with city-wide marketing efforts
    2. Perform routine city website maintenance
    3. Assists with city-wide social media updates and platform maintenance 
    4. Creates flyers and marketing materials 
    5. Works with Community Relations Administrator to coordinate, schedule, and train part-time receptionists
    6. Acts as Customer Service representative and liaison to all visitors to City Hall, including external and internal citizens and customers for all City services 
      1. Assists citizens and businesses in matters related to City services
      2. Provides basic information and assistance to visitors of City Hall and directs them to appropriate personnel
      3. Independently responds to customers’ routine inquiries regarding departmental operations, programs, events, and services
      4. Receives, documents, and follows up on inquiries and concerns received from the public regarding the provision of City services
      5. Log and track inquires, requests, and concerns from residents, organizations, businesses, internal staff, and City Council; creates reports and maintains a database of inquiries; works with appropriate department and staff to remedy justified complaints
      6. Processes Esplanade Banner Permits, Block Party Permits, Alcohol Permits, and Solicitor Permits
      7. Serves as a Notary Public
      8. Performs general administrative duties and services for City Hall departments and other departments as assigned  
        1. Manages and disseminates incoming and outgoing mail
        2. Assists with coordinating the use of City Hall meeting rooms and other resources
        3. Receives and distributes deliveries and supplies to appropriate personnel 
        4. Assists with coordinating meetings and events, including scheduling, assembling, and disseminating information, ordering food (when appropriate), and setups
        5. Assists department personnel with scheduling appointments and meetings 
        6. Documents, processes, and tracks Public Information Requests and works with appropriate department and staff to gather information within time requirements
        7. Manages records and other content in Laserfiche and other City software necessary to perform the duties of the position
        8. Respects confidentiality in discussing customer, staff, and organizational matters
        9. Maintains working knowledge of and adheres to organizational policies, regulations, and procedures
        10. Maintains professional appearance of reception workstation and City Hall lobby area.
        11. Other duties as assigned


        • Documentary evidence of graduation from an accredited high school or successful completion of the General Educational Development Test
        • Three (3) years full-time paid responsible administrative or clerical experience
        • Training and experience using a personal computer with a variety of software, including Microsoft Office


        • Valid Driver’s License
        • Appointment will be conditional upon successful completion of the following pre-employment checks:
        1. Criminal background check
        2. Controlled substance screening
