Overall Job Objective
- POSITION SUMMARY
The Chief Plant Operator is responsible for ensuring the safe and clean production and distribution of water along with the collection and treatment of wastewater. This is accomplished by operating, adjusting, and maintaining equipment, supervising staff, and keeping records. Other duties include performing plant maintenance, monitoring analysis of samples, performing administrative duties, and addressing customer complaints.
- ESSENTIAL FUNCTIONS
- Oversees daily operations of city water and wastewater treatment systems to meet all applicable regulatory requirements
- Assigns work to technical personnel and monitors work assignments for accuracy and adherence to pertinent regulatory/legal, technical, contractual, and procedural guidelines
- Monitors and maintains equipment and the conveyance system, and reports malfunctions to expedite repairs
- Collects, analyzes and monitors data relevant to maintaining efficient water/wastewater treatment operations
- Prepares and maintains reports and logs, including clients served, work orders completed, and procedures/processes followed
- Inspects and tests working conditions on all equipment, comparing readings on equipment and processes with established operational ranges to evaluate system performance
- Manages supplies and allocates use in facilities by utilizing competitive vendor pricing per procurement guidelines
- Prepares reports by submitting various forms and documents to City, State and Federal Agencies; coordinating the consumer confidence report; implementing the drinking water monitoring plan; and overseeing the renewals of water, wastewater, storm water and other required permits
- Manages the collection and analysis of samples by gathering samples; running tests; recording results; performing meter calibrations; keeping the laboratory clean; and training personnel in laboratory testing
- Identifies maintenance or upgrades by performing electrical scans on equipment; testing well pumps and motors; confirming efficiency ratings; calibrating flow meters; and performing routine system maintenance
- Maintains positive relationships with internal and external customers
- Provides feedback and guidance to staff to make full use of individual capabilities and meet changing system demands, including assisting with performance evaluations
- Communicates effectively using Microsoft Suite (Word, Excel, PowerPoint and Outlook)
- Performs other duties as assigned
- REQUIRED QUALIFICATIONS
- Documentary evidence of graduation from an accredited high school or successful completion of the General Educational Development (GED) Test
- Seven (7) years of job-related experience with increasing responsibilities in water and/or wastewater plant operation
- Training and experience using a personal computer with a variety of software, including Microsoft Office
- LICENSES, CERTIFICATES, AND OTHER REQUIREMENTS
- Valid TCEQ Class B Wastewater Operator License
- Valid TCEQ Class C Water Operator License
- Valid Class ‘C’ Driver’s License and personal insurance coverage
- Appointment will be conditional upon successful completion of the following pre-employment checks:
- Criminal background check
- Controlled substance screening
- Medical physical
DESIRED QUALIFICATIONS -- Valid TCEQ Class B Water Operator License (or higher)
