Bellaire, Texas is located seven miles southwest of downtown Houston with a population of approximately 18,862 residents and a span of 3.5 square miles. POSITION SUMMARY:
The Assistant Director of Public Works supports the Public Works Director in managing the Public Works Department, which includes water and wastewater, streets and traffic, storm water, solid waste and recycling, and capital projects. Assists with preparing and implementing the departmental budget, developing policies and procedures, developing and implementing improved customer services processes, preparing reports, and overseeing the Public Works Department in the Director's absence.

- Hires, supervises, and evaluates assigned staff
- Establishes processes for performing work
- Provides safety measures to ensure employees and the general public around the worksite.
- Identifies desired performance standards
- Conducts personnel performance evaluations, works with staff to correct deficiencies, implements discipline and termination procedures as warranted
- Provides training and motivation for departmental personnel to utilize abilities best and further develop individual capabilities to meet the development community’s demands
- Manages technical projects by reviewing engineering and construction documentation
- Assists with the evaluation of construction plans to ensure compliance with laws and ordinances
- Works with contractors and developers to manage project activity
- Documents actions for the City Manager and other City departments
- Supports the development of the Public Works Department budget by coordinating with team members, performing budget reviews, and making recommendations and adjustments as appropriate
- Participates in all aspects of the capital projects program, including project development, budgeting, and project implementation
- Provides overall direction for the forecasting, preparation, development, and administration of department budgets
- Provides resources and operating guidelines necessary to carry out set goals, objectives, and duties of the department
- Develops bid specifications for the procurement of services, vehicles, or equipment
- Interprets, applies, and ensures compliance with all applicable codes, laws, rules, regulations, standards, policies, and procedures, and initiates any actions necessary to correct deviations or violations
- Interacts with various federal, state, and local regulatory agencies to coordinate regulatory compliance activities
- Monitors proposed regulations or changes to existing regulations
- Incorporates new and changed regulations into operational procedures
- Develops new or modified systems and implements operational improvements as needed to accomplish and enhance overall service delivery
- Oversees the activities of management and supervisory staff in ensuring proper acquisition, maintenance, repair, and replacement of operating and maintenance equipment, components, apparatus, materials, and supply inventories
- Oversees the administrative reporting, documentation, and records management for functional areas of responsibility
- Ensures proper operation of water and wastewater systems
- Assesses residential needs, corresponding with landowners, customers, contractors, and the general public
- Ensures compliance with state permit requirements
- Ensures adherence to safety rules and regulations and facilitating department safety meetings
- Establishes and ensures adherence to prescribed schedules and routines regarding the regular inspection, maintenance, and repair of public works infrastructure
- Plans organize and direct activities through receipt and evaluation of reports prepared by managerial and administrative staff and through conferences with management personnel
- Prepares various reports, analyses, and statistics for tracking performance, demonstrating compliance, and responding to City administration requests
- Seeks and establishes relationships and effective communications and partnerships with community agencies, governmental and health organizations, educational institutions, and local civic and business organizations; serves as a department liaison
- Responds to emergencies and critical incidents and assists with responsibility for determining proper resolution and any necessary mitigation in compliance with applicable regulatory standards and requirements
- Maintains current knowledge of trends and developments in the technical fields of municipal public works
- Ability to work the allocated hours of the position
- Perform other job-related duties as assigned
- Position is considered " Essential Personnel," which may require a response during emergency situations for pre-and post-event activities including, but not limited to, natural and man-made disasters
- Hires, supervises, and evaluates assigned staff
- REQUIRED QUALIFICATIONS
REQUIRED QUALIFICATIONS:
- Bachelor’s degree in business administration, public administration, civil engineering, or a related field from an accredited college or university
- Four (4) years of experience in public works functions may be substituted for meeting the bachelor’s degree requirement
- Five (5) years of progressively responsible experience in public works functions
- Two (2) years of supervisory or management experience
- Training and experience using a personal computer with a variety of software, including Microsoft Office
DESIRED QUALIFICATIONS:
- Class A Water License
- Class A Wastewater License
- Municipal government experience
- Bilingual a plus
- Bachelor’s degree in business administration, public administration, civil engineering, or a related field from an accredited college or university
- LICENSES, CERTIFICATES, AND OTHER REQUIREMENTS
- Valid Driver’s License
- Reliable transportation and liability insurance
- Appointment will be conditional upon successful completion of the following pre-employment checks:
