Job Description

The purpose of this position is to manage the City's Comprehensive Plan and coordinate the five-year Capital Improvement Program, provide operational analysis, and assist the Director of  Development Services in the management of Zoning and Code Compliance. This is accomplished by collaborating with appropriate staff /teams, supervising subordinate personnel, responding to customer inquiries, monitoring work assignments, developing technical reports, ensuring compliance with policies and procedures, providing support for Boards and Commission meetings. Other duties include providing administrative support, assisting with budget preparation and administration, and overseeing the department in the director's absence.

Examples of Duties

Works closely with the Development Services Director on long range and strategic planning for the City. This may include, but is not limited to: managing and updating the City's Comprehensive Plan, serving as a technical advisor on development issues; and strategic updates to the City's regulations.

In conjunction with the Development Services Director, plans, directs and coordinates the work plan for the Planning & Zoning and Code Enforcement of Development Services. Utilizes GIS for departmental tasks and projects, including analyzing data for trends, reporting and presentations. Supervises planning and Code Enforcement staff.

Prepares agenda items and is staff lead for Planning Commission and Board of Adjustment meetings. Prepares staff reports (including all background material) for Planning Commission, Board of Adjustment and City Council. Facilitates Planning Commission work sessions; Implements Development Review Committee (DRC) recommendations on all land use/zoning applications.

Coordinates Comprehensive Plan activities with those of other departments and outside agencies and organizations. Provides responsible and technical staff review and coordination of capital improvement projects in accordance with the Comprehensive Plan. Assists with updating and monitoring outcomes of the five-year Capital Improvement Program in collaboration with Project Manager(s) and Finance staff, including managing the City Council adoption process with each budget cycle.

Performs other duties as assigned.

Minimum Qualifications

Bachelor's degree in Public Administration, Planning, Community Development or related field.
At least five years of related and progressive experience, with at least three years in a supervisory capacity.
Valid Class C Driver's License.
Municipal government experience.
