POSITION SUMMARY

City of Bellaire


The purpose of this position is to enforce state and City of Bellaire ordinances and laws pertaining to animals and their control.  Patrols assigned geographical areas and respond to public inquires and complaints.   Will provide information and assistance to the public in the interest of keeping people and animals safe.   Provides care for animals at the shelter and works in conjunction with staff, volunteers, and community members to achieve positive, live outcomes for as many animals as possible.  Other duties include maintaining a radar trailer throughout the city. 

ESSENTIAL FUNCTIONS

  • Patrols assigned area to locate violation of animal laws and ordinances
    1. Safely and humanely captures and transports stray animals, livestock, exotic animals, and other wildlife to impoundment facility
    2. Responds to citizen, police, fire, and County requests for animal control assistance
    3. Investigates complaints and animal bit cases in conjunction with law enforcement
    4. Responsible for issuing warnings and citations to owners of uncontrolled or nuisance-creating animals
    5. Performs routine and technical services involving animal pick-up or removal
    6. Verifies animal licenses and rabies vaccinations
    7. Responds to citizen reports of lost animals and animal attacks and assesses the extent of injuries
    8. Performs euthanasia and lab specimen preparation when necessary
    9. Operates cleans, and maintains equipment and tools associated with animal control activities
    10. Assists other city divisions with raids and investigation of incidences of cruelty to animals and applicable city and state codes
      1. Captures biting, vicious, diseased, loose, or stray animals with humane tools
      2. Responds to calls for assistance with potential rabies exposures, gathers victim and owner information, brings animals in for quarantine, and advises on state rabies control laws
      3. Prepares and ships rabies specimens
      4. Examines captured animals for obvious injuries
      5. Transports injured animals
      6. Conducts animal cruelty and nuisance investigations
      7. Issues warning or citations for violations and present cases in court
      8. Prepares and maintains animal control records and reports
        1. Maintains accurate documentation and tracking of violations and code enforcement activities
        2. Assist with maintaining shelter facilities, equipment, and assigned animal control vehicles
        3. Ensures welfare and proper care of animals within the facility are maintained at all times
        4. Educates the public regarding the city’s animal control services, local ordinance, and handling of wildlife
        5. Attends and participates in community events and presentations
        6. Must be able to work the allocated hours of the position, including weekends, and be willing to report for duty on short notice at any hour of the day or night

        REQUIRED QUALIFICATIONS

        • High School diploma or its equivalent (GED)
        • One (1) year of work experience providing direct Customer Service 
        • One (1) year experience working with animals, zoonosis disease control, and municipal animal control and impoundment
        • Experience or training in personal computer use with Microsoft Office software

        LICENSES, CERTIFICATES, AND OTHER REQUIREMENTS

        • Valid Driver’s License
          1. Reliable transportation and liability insurance
          2. Rabies Pre-Exposure Vaccines must be obtained within one (1) month of employment.  Continued employment is contingent on successfully obtaining the required vaccinations with the specified period of time indicated from the time of hire.
          3. Must be willing to obtain within one (1) year of employment:
            1. Texas Animal Control Officer Certification
            2. Texas Notary Public Certification
            3. Appointment will be conditional upon successful completion of the following pre-employment checks:
            4. Criminal background check
            5. Pre-employment physical examination
            6. Psychological examination
            7. Controlled substance screening
